Sub : Humble memorandum to mitigate the pain and plight of 67 lakhs EPS–95 Pensioners’ family of the Country.

 Respected sir, 

 We the EPS – 95 Pensioners Organization all over India bring to your Kind notice the sufferings of EPS – 95 Pensioners and humbly state and submit as follows for your sympathetic consideration and favourable action.

 1) 67 lakhs EPS–95 Pensioners of the country are getting fixed pension ranging between Rs. 400/- to Rs. 4000/- per month without dearness allowance to neutralize the price index and half of them are getting less than Rs. 1000/- pension and leading a very precarious life at their old age.

 2) Central government has enhanced minimum monthly pension to Rs. 9000/- plus DA/TI for their retirees since January 2016 whereas the EPS-95 pensioners who have equal contribution and sacrifice for the growth and development of the nation have been treated unequally and Rs. 1000/- Fixed minimum monthly pension has been given to them w.e.f. date 01.09.2014 without any enhancement as yet .

3) In the year 2013, Petition Committee of Rajya Sabha headed by Shri Bhagat Singh Khosyari, in their report, have recommended for payment of Rs. 3000/- minimum pension to EPS–95 Pensioners plus DA/TI to neutralize the price index. But the said report is yet to be implemented by GOI for enhancement of pension even after lapse of 8 years.

4) It is also pertinent to mention that as of now there is a concluded judgement for payment of higher pension on actual salary in the light of directions of Hon’ble Apex Court dt. 04.10.2016 and orders dt. 01.04.2019 passed in SLP (C) Diary No. 9610/2019. But most unfortunately, EPFO and Ministry of Labour are deliberately disobeying the above orders of the Hon’ble Apex Court on some plea or other by filing review petition and SLP to debar the EPS–95 Pensioners from their lawful claim of higher pension. 

5) It goes without saying that most of the EPS–95 Pensioners are Suffering from old age aliments and due to meagre pension they are not able to afford proper food and medical expenses for treatment at the time of need. They are also not getting benefit from any other social security scheme of either central govt. or state govt. for their livelihood. 

6) The EPS–95 Pensioners all over the country, since last few years, have been peacefully agitating and giving memorandum to Hon’ble Prime minister to extend them social and financial security but without any action as yet for which the old age pensioners and senior citizens are suffering from acute financial hardship and miseries and a sence of deprivation and frustration is fast developing among them. 

We would, therefore, most fervently request your good self to kindly realize the pitiable condition of EPS–95 Pensioners and kindly resolve the following issues for giving them reasonable economic and social security at the last part of their life for survival. Demands

 1) Enhancement of minimum pension to Rs. 9000/- on the basis if recommendation of ‘KOSHYARI COMITEE’.

 2) Payment of dearness allowance along with pension to neutralize the price index 

3) Release of higher pension on actual salary as per the orders of Hon’ble Apex Court dt. 04.10.2016 and dt. 01.04.2019. 

4) Free medical treatment to all EPS–95 Pensioners and their dependants. With kind regards
