If this is the case for workers in the organized sector, which makes up ten per cent of the workforce, one can only guess at the situation for ninety per cent in the unorganized sector. There are no significant mechanisms in place for the old age security of workers in the unorganized sector. The situation is complicated by the breakdown of joint families, the increase in life expectancy and the increase in the proportion of the elderly in the population.

The total assistance is a monthly pension of Rs. 200 / - for those aged 60 and 79 years and Rs. 500 / - for those above 80 years of age as part of the Central Government's National Social Assistant Program. (It is a different story that about 51 lakh people in Kerala are given a social pension of Rs. 1600 per month). It has recently been made clear in Parliament that it is not possible to raise the long-fixed rates of pensions provided by the Central Government.

It is impossible for vulnerable and unorganized pensioners to get caught up in a long and complicated litigation process. This is also the calculation of the Central Government. Efforts are being made to eliminate the very concepts of pension and old age security.

At present, the maximum pension available even to the highest paid employees in the organized sector is Rs 7,500 per month. Very few people can reach this maximum pension. The vast majority of people receive a pension of less than Rs 2,500 per month. No matter how many years pass, the pension will not change. This is because there is no provision for DA in EPF pension. The reason why the pension is so ridiculously low is because the salary to which the pension is entitled is very low. The second reason is the intricacies of the equation used to calculate pensions.

Simply put, the EPF pension is the amount of salary entitled to a pension multiplied by the number of years of service and divided by seventy. Calculated using this amazing equation, in the beginning the monthly pension of many was one rupee !. When the pensioners' organization pointed out this shame, the minimum pension was fixed at Rs.1000. The EPFO's notoriety for denying even this minimum pension is notorious

There are still 27 lakh people who have not received a minimum pension of Rs 1,000. The reason given for denying a fair pension is that there is no money. More resources will be available if employers and workers are allowed to contribute more to the pension fund. The proposal to divert Rs 50,000 crore lying unclaimed in the pension fund could be abandoned and used to raise the minimum pension for the lowest paid. It is also urgent to consider allocating EPFO administration charges  from the budget instead of diverting it from the contributions of poor workers. By using a small portion of the money spent annually to give tax breaks to corporates and write off their bad debts, injustice and embarrassment in the pension sector can be avoided. If the minimum wage is set at Rs.300 and at least half of it is decided to be paid as a minimum pension, the minimum pension will be Rs.4500. That is why various organizations are demanding a pension of not less than Rs 3,000.

The situation of workers and self-employed in other sectors is far worse than that of the very small minority of government employees. Organized workers are generally believed to have the potential to receive at least some of these better pensions. This includes public sector workers, including Navratna companies, and private companies with more than 20 employees. Less than 10% of the workforce is in the organized sector. The pension scheme for Employees in the Organized Sector is Employees Provident Fund Organization (EPFO) scheme launched in 1995. Given the deplorable state of the EPF pension, it is clear that even workers in the organized sector in India will soon be pushed below the poverty line once they retire. The employer is required to pay 8.33 per cent of the employee's salary and the central government 1.66 per cent to the pension fund. There is a deception behind the attractive provision that the employer and the government should pay 9.49 per cent of their salary into the pension fund.

The trap is that the upper limit of the employees' pensionable monthly salary has been fixed at just Rs 15,000. Until 2014, the maximum salary limit was Rs 6,500 !. See how far the Indian government is protecting the interests of capitalist. How shameful is it that the government itself dictates that no matter how big the employer is, it should contribute a meager and utterly insufficient amount to the employee's pension fund. Such a system can be seen only in our country. Previously, the EPF Act provided for a better pension if workers and employers by mutual consent contributing to the pension fund in proportion to their full salary. However, in 2014, the EPFO unilaterally removed this provision by an amendment. The High Courts, including in Kerala, quashed the EPFO's amendment on the complaint of the workers. The appeal filed by EPFO was rejected by the Supreme Court. Yet the authorities were unwilling to grant a better pension in the spirit of the law and court rulings passed by Parliament. Instead, the Central Government has filed a review petition directly in the Supreme Court. The Supreme Court has decided to leave the pension case to a three-member bench.

Studies have shown that India ranks 101st in the world in the world rankings for famine by 2021. If India is at the back of the list in terms of social justice, it is at the forefront of the world in terms of inequality.  It is also a matter of concern that India lags behind in social justice and is at the forefront of the world in terms of inequality. The published Global Pension Index, which compares the pension systems of major countries, also requires great introspection. As of 2021, India ranks 40th out of 43 countries. Compared to previous years, India's position on hunger and pensions is deteriorating.

The Pension Index was compiled and published by the CFA Institute and the Monaf Centre. The index is based on the adequacy and continuity of the pension system. A change in the way the index is prepared may make a small difference in India's ranking.

But the reality remains that India is one of the countries with the worst pension system. In fact, only government employees who are not a substantial share in the Indian labor force are entitled to a fair pension covering the full cost of employment. 

After 2004, the government shifted this also to participatory pensions. No one can be sure whether the employees will get a fair pension from the participatory pension scheme implemented in the government sector. The implementation of the participatory pension scheme is not progressing with sufficient transparency. There should be more clarity and certainty in this regard.

Tamil Nadu State level convention was organised at Kamalam Duraisamy Hall, Ram Nagar, Coimbatore on 27th December 2021.

At 10.30 AM meeting started with prayer. This meeting was attended by our NAC President Commander Sri Ashok Raut, Sri Virender Singh General Secretary, Sri  Ramakant Nargund, South India Chief Coordinator, Smt. Shoba, President Women’s  Wing, Smt. Laxmi Karavedi, Coordinator, South Zone Women’s Wing, and Sri V S Natarajan, Coordinator, Tamil Nadu.

Besides, convention was attended by leaders and members of All India Pensioners Association, Members of JAC, T.Stanes & Co., HMS Union, NTC/SITRU, FCI, and Kaleeshwara Mills.Around 400 members from the

NAC के दक्षिण भारत के मुख्य समन्वयक श्री रमाकांत नरगुंड जी का संदेश:-

 तमिलनाडु राज्य स्तरीय सम्मेलन का आयोजन 27 दिसंबर 2021 को कमलम दुरईसामी हॉल, राम नगर, कोयंबटूर में संपन्न हुआ.

 *सुबह 10.30 बजे प्रार्थना के साथ बैठक शुरू हुई.इस बैठक में हमारे NAC के अध्यक्ष मा.कमांडर श्री अशोक राऊत, श्री वीरेंद्र सिंह राष्ट्रीय महासचिव, श्री रमाकांत नरगुंड, दक्षिण भारत के मुख्य समन्वयक, श्रीमती शोभा आरस, अध्यक्ष महिला विंग, श्रीमती श्रीलक्ष्मी करवाडी, मुख्य समन्वयक, दक्षिण क्षेत्र, महिला विंग और श्री वी एस नटराजन, समन्वयक, तमिलनाडु की विशेष उपस्थिति रही.

 इसके अलावा, सम्मेलन में अखिल भारतीय पेंशनर्स संघ के नेताओं और सदस्यों, जेएसी, टी.स्टेन्स एंड कंपनी, एचएमएस यूनियन, एनटीसी/एसआईटीआरयू, एफसीआई और कलेश्वरा मिल्स के सदस्यों ने भाग लिया.

उपरोक्त संघों ने सम्मेलन में भाग लिया.

 श्री वी एस नटराजन ने सभा का स्वागत किया.श्रीमती  लक्ष्मी करवाड़ी ने प्रार्थना गीत गाया.

श्री मोहन राज, एचएमएस यूनियन, श्री जबगुरु, एनटीसी/एसआईटीआरयू, श्री श्रीधरन महासचिव, एफसीआई यूनियन ने सभा को संबोधित किया और एनएसी अध्यक्ष को सभी ने चार सूत्रीय मांगों के मंजूर करवाने हेतु सहयोग देने का आश्वासन दिया.

*दक्षिण क्षेत्र के श्री रमाकांत नरगुंड समन्वयक ने NAC के  आंदोलनों और निष्क्रिय खाता  शेष और सरकार की योजना PMRPY, ABRY, और PMGKY योजनाओं में ट्रांसफर किए जा रहे फंड के विषय में विस्तार से जानकारी दी और सभी से एनएसी द्वारा प्रस्तावित आंदोलनों को सफल कर संगठन को मजबूत करने के लिए कहा.

*श्री वीरेंद्र सिंह महासचिव ने भी राष्ट्रीय स्तर पर चल रहे विभिन्न संघर्षों को साझा किया और हम सब मिलकर उन पर विजय प्राप्त कर सकते हैं. जब तक हम सफलता प्राप्त नहीं कर लेते तब तक संघर्ष जारी रखने के संकल्प को दोहराया.

 श्री वेणु बूपति , आयोजक कोयंबटूर, तिरुपुर, और नीलगिरि डीटीएस ऑल इंडिया पेंशनर्स एसोसिएशन  के प्रतिनिधियों ने सभा को संबोधित किया और अपने अपने एसोसिएशन में इस बैठक के विचार साझा करने का आश्वासन दिया।

*अन्य संघों और संघों के सभी वक्ताओं को हमारे नेताओं द्वारा शाल और माला पहनाकर सम्मानित किया गया.

अंत में, कमांडर श्री अशोक राउत ने हमारे सामने आने वाले मुद्दों पर विस्तार से चर्चा की और इन संघर्षों को दूर करने और अपने लक्ष्य की प्राप्ति हेतु योग्य समय है. आगे उन्होंने कहा कि, जैसा कि हमारा उद्देश्य सभी पेंशनर्स  के लिए समान है, सभी को NAC के आंदोलनों में सहयोग कर पेंशन के मुद्दे पर एक साथ आने  लिए कहा, चाहे वे किसी भी संघ और राजनीतिक दलों से संबंधित हों.

 साथ ही उन्होंने इस बैठक की व्यवस्था में योगदान देने वालों और बैठक में भाग लेने के लिए प्रतिभागियों को धन्यवाद दिया.

 बैठक के दौरान प्रेस मीटिंग का भी आयोजन किया गया.बैठक समाप्त होने से पहले टी. स्टेन्स एंड कंपनी के कुछ सेवानिवृत्त कर्मचारियों ने एनएसी फंड के लिए हमारे अध्यक्ष मा.कमांडर श्री अशोक राउत को ₹4500/-(साढ़े चार हजार) का योगदान दिया.

जेएसी, तमिलनाडु के श्री मुरुगइयां ने गतिविधियों के बारे में संक्षेप में बात की और श्री पी. बालाजी, समन्वयक तमिलनाडु को उनके अच्छे समन्वय के लिए धन्यवाद दिया और सभी को  धन्यवाद  दिया.बैठक राष्ट्रगान के साथ संपन्न हुई.

More than 60 organisations participated in the convention.Ramakant Nargund spoke about the difficulties in getting our Eps95 pension issues resolved.

Ashok Raut spoke about the discrepancies in implementing EPS95 pension, despite all members having contributed to EPS95 pension fund during their service tenure. Also expressed the plight of senior citizens  and their  families and also from our society by Government. 

All the audience present shown anger for not getting resolved long pending pensioners demand. Main question was even after meeting our prime minister still it is not getting settled.

Shamrao national secretary and Virendersingh also spoke about need of organising group to fight together for achieving our goal.

We all are fighting for single agenda of *Respectsble pension on a single platform. All the audience fully supported for the cause. NAC also planning different action plan for implementation in all India basis.

Maximum numbers of women pensioners also supported our cause.

Programme was concluded with very tasty lunch. On behalf of NAC we thank entire Mysore team making the event grand success.

Mr Anthony working president Wellcomed the members and briefed about the EPS’95 issues.

Mr Narayanan General secretary also informed to the members about the need of the hour to get united for achieving goal.

Mr Suresh Babu chief coordinator, Kerala spoke to audience and thanked Commander Ashok Raut teams involvement in various national level activities. He also expressed due to Covid issues we could not invite more number of people.

Commander Ashok Raut briefed elaborately different problems that we are facing in settling pensioners issues.Unity is strength together we can resolve.He called upon all the organisations to join to strengthen our activities and to get long waited pension to our 71 Lac pensioners.

 लखनऊ टीम द्वारा आजकल विभिन्न विभागो से सम्पर्क कर NAC का सदस्य बनाने का अभियान चलाया जा रहा है। जिसके क्रम मे uptron कर्मियो को सदस्य बनाने के लिये टिकेट राय तालाब लखनऊ मे सर्वश्री सुभाष चौबे, वी पी सिंह, आर एन द्विवेदी,व गीता वर्मा आदि ने एक कैम्प लगाकर लगभग 100 लोगो को सदस्यता फ़ार्म भरवा कर सदस्यता दिलाई, जिसमे अधिकांश महिलाये थी.

क्योंकि 19 दिसम्बर की सभा मे महिला विंग का गठन किया गया था। इसी प्रकार के कैम्प का आयोजन निकट भविष्य मे होता रहेगा। वन निगम के भी भारी संख्या मे कर्मियो को सदस्यता ग्रहण कराई जा रही है। अपना संगठन धीरे-धीरे सशक्त हो रहा है।

राष्ट्रीय संघर्ष समिति के अध्यक्ष माननीय कमांडर श्री राउत साहब, माननीय श्री वीरेंद्रसिग साहब, माननीय श्री पीएन पाटिल साहब से मिलने दोपहर 13:00 बजे महाराष्ट्र भवन, दिल्ली पहुंचे ।

इतने दिनों तक भोपाल, लखनऊ और अन्य स्थानों की लगातार यात्रा के बावजूद त्रिमूर्ति के चेहरे पर थकान नहीं लग रही थी।

देश के 71 लाख से अधिक पेंशनभोगियों का आशीर्वाद वास्तव में हमारे साथ है।  पेंशनभोगी परिवार की निःस्वार्थ भाव से सेवा करने वाले इस सेवा-समान बलिदान में वृद्धावस्था में पहुँच जाने पर भी नि:स्वार्थ भाव से सेवा करने वालों को बहुत-बहुत बधाई।

उनका आज दिल्ली में 13,12,21 को होने वाली बैठक में भाग लेने का कार्यक्रम है।  इसके अलावा अन्य लोग भी आमने-सामने आने का प्रयास कर रहे हैं।  हमने कार्यवाही जो की उनकी जानकारी दी।  एक परिवार के रूप में हमारा स्वागत किया गया।

उन तीनों को सादर प्रणाम ।जो विश्राम की बजाय निरंतर कार्य में व्यस्त हैं। पूरे गुजरात राज्य ओरसे धन्यवाद।

अगर हम संगठन को मजबूत नहीं करेंगे तो पेंशन मिलना मुश्किल हो जाएगा।  बैठक का आयोजन।  सांसद से व्यक्तिगतमुलाकात। ऐसे कार्य में सहयोग करना सभी के हित में है।  श्री राउत साहब के आदेशानुसार हर पेंशनभोगी सहयोग करे। 

जिला विभागों के अधिकारी कई कारणों से दिल्ली नहीं पहुंच सके।  जिसके लखनऊ राष्ट्रीय अधिवेशन में पहुंचने में सहयोग की उम्मीद है।  सभी विभागों को सहयोग के लिए धन्यवाद।

गुजरात राज्य के सभी जिलों में

अध्यक्षों, मंत्रियों, उपस्थित सभी विभागों के सदस्यों और सभी पेंशनभोगी भाइयों और बहनों को पिछले पांच वर्षों से अधिक समय से हर संदेश में बार-बार सूचित किया गया है।

हालांकि जिन जिलों में पेंशन को लेकर कोई काम ही नहीं हो रहा है।  आइए उन जिलों में ड्यूटी से न चूकें, आइए साथ रहें।  हम सब एक हैं 

राष्ट्रीय अध्यक्ष श्री राउत साहब की कार्यवाही के आदेशानुसार 09,12, 2021 को भुज-कच्छ से रवाना हुई और 10,12 2021 की दोपहर को दिल्ली पहुंचे। 

सुरेंद्रनगर के माननीय श्री वनराजसिंह जाला साहब, सांसद डॉ.  श्री मुजपारा साहब के भाईश्री, सांसद संदस्यश्री के पीए  साहब, इस प्रकार सभी के सहयोग से, माननीय श्री डॉ।  मुजपारा के साथ रूबर इंटरव्यू 11 दिसंबर 2021 को रात 21:15 बजे गुजरात भवन, दिल्ली में हुआ।  साहेब श्री ने हमारे समर्पण के लिए सहयोग करने के लिए ईमानदारी से प्रयास करने के लिए अपनी राय व्यक्त की।

हम देश के 67 लाख से अधिक पेंशनभोगी हैं।  जिनमें से हम गुजरात के 15 लाख से अधिक पेंशनभोगी हैं।  जिन्हें नाममात्र की पेंशन मिलती है।  आप इससे पूरी तरह वाकिफ हैं।

माननीय प्रधान मंत्री जी, हमारे राष्ट्रीय अध्यक्ष श्री राउत साहब के साथ मथुरा के सांसद के माध्यम से 04,03,2020, 05,08,21 को श्री मोदी साहेब के साथ बैठक के दौरान, प्रधान मंत्री ने हाँ कहा।  हम उनके भरोसे बैठे हैं।  सर समय बीता जा रहा है।  उम्र बढ़ती चली जा रही है ।

महोदय, यह आपके लिए देश के बुजुर्ग पेंशनभोगियों के लिए एक कार्य है।  आप सेवा कार्य रहे हैं।  67 लाख से अधिक पेंशनभोगियों को लाभ होगा।  इस कार्य में मिली सफलता देश के इतिहास में सुनहरे अक्षरों में लिखी जाएगी।

साहेबश्री को चोटिला अधिवेशन की याद आ गई।  माननीय श्री राउत साहब 10, 10, 2021 को आमने-सामने मिले हैं और पुनर्मिलन के लिए प्रस्तुत किया है।

माननीय श्री मुजपारा साहब से प्राप्त लिखित अभ्यावेदन को सुनने के बाद उन्होंने कहा,  श्री मोदी साहब ने लिखित और मौखिक अभ्यावेदन देकर ध्यान खींचा है।  थोड़ा धैर्य रखें।

मैं सोमवार को आपकी ओर से प्रधानमंत्री को पत्र अपने विचार से भेजूंगा।  जब मैं उनसे आमने-सामने मिलूंगा तो श्री मोदी साहब को याद दिलाऊंगा।

काम में व्यस्त होने के बावजूद हमें अपने परिवार के सदस्य के रूप में खुले दिल से प्रस्तुति सुनने के लिए हम माननीय डॉ मुजपारा के बहुत आभारी हैं।

  we in sincereity  request for the executive  compliance of the orders of highest judicary on determination of  normal pension on last  drawn 12 months wages  in universal formula in vogue  on the pragmatic  approach of  scientific , logic and above all humanity  respecting to the verdict of the of  hon'ble supreme court  already given in respect of EPS 1995 cases of pensioners withdrawing review petition and SLP .

  Now  in the context of inadequate and UNLIVEABLE pension being provided to the EPS 95 pensioners  comprising  lady pensioners .

widow pensioners and the pensioners of poor category , unsupportive of children in the present nuclier family system of the day under changed circumstances with tale of poverty shedding in tears  , it is humbly expected with  very much hope  that  you would  kindly look into the burning issue and solve the problem  at the earliest taking into consideration  the unspeakable sufferings being undergone by the pensioners for just  basic maintenance of life at it's present cost for years  together with  minimum  pension of Rs 1000 and also the meagre range of pension not exceeding much above Rs 3000 without dearance allowance  (unlinked to living cost index) determined on ceiling wages under the employees pension scheme 1995  negating the purpose of it .

This meagre minimum pension and also the meagre  range of pension as mentioned above , fixed on ceiling wages with the only  service of EPS 1995 taken it as pensionable, unaccounted of pre- service of family pension scheme 1971  has been kept stagnant with no  annual reliefs for the past more than 20 years as a result of which the EPS 95 pensioners are made to survive their life with disruption , distress and pathetic  dependancy on others in the state of human indignity  .  Many of the EPS pensioners  are getting even less than  minimum pension of Rs 1000 . 

   The EPS 1995 based on  " defined contribution - defined benefit social security scheme " unlinked to living cost index with accrual of no annual reliefs since the year  2000 is taking the lives of pensioners in disgust and stressful conditions with loss of mental peace . 

   The EPS pensioners about 23 thousands or so  are  getting their normal pension of higher  benefit  on the basis of last drawn 12 months  wages with excercise of one time joint option allowed for only a six months period limit  that was stopped at the closure of it's time  not getting it ensured of it's  notice / not bringing to the knowledge  of all EPS 95 pensioners at the relevant time  for the  benefit of higher pension  with  a failure of wide circulation among them  for it's excercise . The said joint option ought to have been kept open for excercise which would not have created  the litigations .

    For the past more than ten years , the unrest of the EPS  pensioners has been continuously exhibited  by peaceful protests with memorandums against the descriminate  system and stoppage of benefit of higher pension on actual wages  demanding for hike of minimum pension at present value of koshiyar committee's recommendation  with DA given 8 years back  and fixation of pension on last drawn 12 months wages withdrawing the circulars that have stopped the benefit of higher pension on actual wages  against  it's own decision approved  as  ordered by the hon'ble supreme court  .

    So  we all  the retirees under provident fund act request your kindself to restore the normal pension on last drawn 12 months  actual wages with hike of minimum pension linked to living cost index DA being the component of service pension as being demanded that meets the present cost of livilihood that runs in not less than Rs 10000 in order of  national average cost of life  with govt free medical facilities solving this human crises  faced by  the  service pensioners , not alienating  the service pension from the  established universal system . So we  seek your kind justifiable action in the matter .

 लखनऊ : लखनऊ में  धारा 144 कमिश्नरेट में पांंच जनवरी 2022 तक लागू रहेगी। विधानभवन व् आस पास एक किमी के दायरे में विशेष सुरक्षा रहेगी। एक किमी की परिधि में इक्का, तांगा, ज्वलनशील पदार्थ लेकर जाना  प्रतिबंधित रहेगा।  इंटरनेट सोशल मीडिया पर अफवाहे फैलाने वालों और आपत्तिजनक पोस्ट डालने वालों पर कड़ी कार्रवाई की जाएगी।

विशेष बाते :

• लखनऊ में सरकारी दफ्तरों व विधानभवन के आस पास एक किमी में शूटिंग प्रतिबंधित रहेगी।
• लखनऊ में कन्टेनमेंट जोन को छोड़कर शेष स्थानों पर 50 फीसद के साथ रेस्टोरेंट, मल्टीप्लेक्स सिनेमा हाल और जिम खुलेंगे। स्वीमिंग पूल प्रतिबंधित रहेंगे।
• लखनऊ में बिना अनुमति के पांच या उससे अधिक व्यक्तियों का किसी प्रकार का कोई जुलूस नहीं निकालेंगे। सार्वजनिक स्थान पर पांच या इससे अधिक व्यक्ति एक साथ इकट्ठा नहीं होंगे।
• लखनऊ में किसी भी तरह की रैली पूर्ण रूप से प्रतिबंधित कर दी गए है । इसके साथ ही किसी भी तरह के शस्त्र प्रयोग पर प्रतिबंधित लगा दिया गया है। 
• लखनऊ में शादी समारोह व अन्य आयोजनों में व्यक्तियों की उपस्थिति बंद स्थानों पर एक समय में अधिकतम 100 की कोविड प्रोटोकाल के तहत रहेंगे ।
• लखनऊ में बिना मास्क पहने चलना  सार्वजनिक स्थानों पर थूकने पर कार्रवाई के जाएगी।

क्या श्रम और रोजगार मंत्री यह बताने की कृऩा करेंगे कक: 

(क) तारीख को कमचम ारी ऩेंशन योजना 1995 (ईऩीएस 95) शरूु की गई थी और उसके लऱए क्या आधार और मानदंड तय ककए गए थे; 

(ख) क्या ऩरुानी ऩेंशन योजना के बदं होने के बाद, ऩरुानी ऩेंशन योजन 1971 की काययक यनधध को नई ईऩीएस 95 में अतं ररत कर ऩरुानी ऩेंशन योजना, 1971 के सभी सदस्यों को ककसी भी प्रकार की ऩेंशन अथवा अन्य सामाजजक/आधथकम सरुऺा योजना का ववकल्ऩ ददए बबना नई ईऩीएस 95 में स्थानांतररत कर ददया गया था; 

(ग) यदद हां, तो इसके क्या कारण है; 

(घ) क्या ईऩीएस 95 ऩेंशनभोधगयों ने ऩेंशन सवुवधा प्राप्त करने के लऱए हर माह अऩने वेतन से अंशदान ककया है; 

(ड.) यदद हां, तो ऩेंशनभोधगयों को ककतनी ऩेंशन दी जा रही है और इसके क्या मानदंड है; और 

(च) ऩेंशनभोधगयों को बढी हुई ऩेंशन के साथ धचककत्सा और अन्य सवुवधाएं उऩऱब्ध कराने के लऱए सरकार द्वारा क्या प्रभावी कदम उठाए गए हैं?

उत्तर श्रम और रोजगार राज्य मंत्री (श्री रामेश्वर तेऱी) 

(क) से (ग): कमचम ारी ऩेंशन योजना (ईऩीएस), 1995 को ददनाकं 16.11.1995 को ऱागू ककया गया जजसमें ऩवूवम ती ‘कममचारी ऩाररवाररक ऩेंशन योजना, 1971’ सजममलऱत थी, साथ ही इसकी सभी ऩररसंऩजत्तयां और देयताएं भी अंतररत और ववऱययत कर दी गई। 

इस योजना में सदस्यों और उनके ऩररवारों को वद्धृ ावस्था के दौरान आधथकम भरण ऩोषण और उत्तरजीववता कवरेज प्रदान करने की ऩररकल्ऩना की गई थी। जारी..2/-

(घ) से (च): कममचारी ऩेंशन योजना (ईऩीएस), 1995 एक ‘ऩररभावषत अंशदान-ऩररभावषत ऱाभ’ सामाजजक सरुऺा योजना है। ईऩीएस योजना के तहत ऩेंशन ददए जाने के लऱए एक ऩऱू खाता है जजसमें 

(i) वेतन का 8.33 प्रयतशत की दर से यनयोक्ता का अंशदान; तथा 

(ii) वेतन का 1.16 प्रयतशत की दर से, प्रयत माह 15000/-रुऩये तक की रालश, बजटीय सहयता के माध्यम से कें द्र सरकार का अंशदान शालमऱ है। इस प्रकार, ईऩीएस, 1995 में यनयोक्ताओं ं का कोई अंशदान नहीं है। 

योजना के तहत सदस्य की ऩेंशन रालश सेवा की ऩेंशनयोग्य अवधध और ऩेंशनयोग्य वेतन को ध्यान में रखकर यनजमनलऱखखत सत्रू अनसु ार यनधामररत की जाती है: 

ऩेंशनयोग्य सेवा x ऩेंशनयोग्य वेतन 70 हाऱांकक, सरकार ने, ऩहऱी बार, अयतररक्त बजटीय सहायता देकर ददनांक 01.09.2014 से ईऩीएस, 1995 के तहत ऩेंशनभोधगयों को 1000/-रुऩये की न्यनू तम मालसक ऩेंशन प्रदान की है। 

इसके अयतररक्त, सरकार ने ईऩीएस, 1995 के ऩवूवम ती ऩरैा क के अतं गतम ददनांक 25.09.2008 को या उससे ऩहऱे संराशीकरण का ऱाभ प्राप्त करने वाऱे सदस्यों के संबंध में, इस प्रकार के संराशीकरण की तारीख से ऩद्रं ह वषम ऩणू म होने के बाद सामान्य ऩेंशन को बहाऱ करने के अऩने यनणमय को ददनांक 20.02.2020 के सा. से. यन. 132 

(अ.) के माध्यम से अधधसधूचत भी ककया है।

 योजना में ईऩीएस ऩेंशनभोधगयों को धचककत्सा सवुवधा प्रदान ककए जाने के लऱए कोई उऩबधं नहीं है।

(b)whether all the members of the old pension scheme, 1971 were transferred to this new EPS 95 without giving them alternative of any type of pension or other social/economic security scheme by transferring corpus fund of old pension scheme 1971 to new EPS 95 after discontinuing the old scheme;

 (c)if so, the reasons therefor; 

(d)whether EPS 95 pensioners contributed every month from their salary to get pension facility; 

(e)if so, the amount of pension being provided to pensioners and the criteria thereof; and

(a) to (c):The Employees’ Pension Scheme(EPS), 1995 came into force on 16.11.1995 by subsuming erstwhile ‘Employees Family Pension Scheme, 1971'' along with this all assets and liabilities were also transferred and merged. The Scheme was envisaged to provide economic sustenance during old age and survivorship coverage to the members and their families. Contd..2/- .

(d) to (f):The Employees’ Pension Scheme (EPS), 1995 is a ‘Defined Contribution-Defined Benefit’ Social Security Scheme. There is a pooled account for providing pension under EPS consisting of 

(i) contribution by the employer @ 8.33 per cent of wages; and 

(ii) contribution from Central Government through budgetary support @ 1.16 per cent of wages, up to an amount of Rs.15, 000/- per month. Thus, there is no contribution from the employees towards EPS, 1995. Amount of member’s pension under the Scheme is determined taking into account the pensionable period of service and pensionable salary as per following formula: 

Pensionable Service X Pensionable Salary/ 70 

However, the Government, for the first time, provided a minimum pension of Rs.1000/- per month to the pensioners under EPS, 1995 from 01.09.2014 by providing additional budgetary support. Further, the Government has also notified its decision vide G.S.R. 132 

(E) dated 20.02.2020 for restoration of normal pension after completion of fifteen years from the date of such commutation, in respect of those members who availed the benefit of commutation of pension under the erstwhile paragraph 12A of the EPS, 1995, on or before 25.09.2008. 

There is no provision in the Scheme to provide medical facilities to the EPS pensioners.

दोस्तों ! ग्रहण एक बहुत अनोखा भौगोलिक घटना है।  आज आप को बताएंगे ग्रहण के समय हमे क्या करना चाहिए और किन कार्यो को करने से बचना चाहिए ?

तो चलिए जानते है।  

ग्रहण में क्या करें ?  

1. इस दौरान आप कुछ भी खाने से बचें।  

2.  अगर आपने ग्रहण लगने से पहले खाना तैयार किया है तो उसमे तुलसी के पत्ते डाल दे। घर में जो भी अन्य खाद्य पदार्थ है कोसिस करें सब में तुलसी के पत्ते डाल दे , ताकि उन भोजन के शुद्धता बरकरार रहे। 

3.  ग्रहण के बाद स्नान करें। 

4.  ग्रहण के दौरान ईश्वर या अपने इस्टदेव का स्मरण करें,और सूर्य देव का नाम ले। 

5. इस दौरान मेहनत के काम करने से बचें , फिर वो शारीरिक हो या मानसिक।  

6. प्रेग्नेंट औरत या पशू को पेट को गोबर से या प्रचलित मान्यता अनुसार गोठे। 

7.ग्रहण के समय सूर्य देव की स्तुति करें। 

 तो ये थी कुछ जरूरी कार्य जो हमें अवश्य करना चाहिए। ग्रहण के समय इसके अलावा आप जिस भी स्थान से है वहां के प्रचलित मान्तया अनुसार कार्य करें। 

ग्रहण में क्या न करें ?

1. ग्रहण में खाना बनाना और खाना दोनों ही वर्जित है।

2. ग्रहण में बाल काटना, नाखून काटना, बाल करना आदि काम भी नहीं किये जाने चाहिए। 

3. ग्रहण में बिलकुल नही सोने चाहिए। 

4. ग्रहण में गर्भवती महिलाओं को ग्रहण काल में घर से बाहर नहीं निकलना चाहिए। क्योंकि ग्रहण की छाया का बुरा प्रभाव गर्भ में पल रहे शिशु पर पड़ने का खतरा होता है। 

5. ग्रहण में गर्भवती महिलाओं को चाकू, कैंची, सुई जैसी नुकीली वस्तुओं का प्रयोग नही करना  चाहिए।

6. ग्रहण में भगवान की मूर्ति और तुलसी के पौधे को भी स्पर्श नहीं करना चाहिए।

7. ग्रहण में किसी भी नए काम की शुरुआत बिलकुल नही करें।

मोदी सरकारने EPS'95 बाबत २०१४ चा दुरुस्ती कायदा रद्द करावा.सर्वोच्च न्यायालयाच्या निर्णयाचा आदर करावा आणि इपीएस ९५ च्या निवृत्त वेतन धारकांवर होणारा अन्याय दूर करावा

 मोदी सरकारने  EPS'95 बाबत २०१४ चा दुरुस्ती कायदा  रद्द करावा.सर्वोच्च न्यायालयाच्या निर्णयाचा आदर करावा आणि इपीएस ९५ च्या निवृत्त वेतन धारकांवर होणारा अन्याय दूर करावा

शेतकरी विरोधी कायदे रद्द झालेत. आता निवृत्त वेतन धारक विरोधी कायदा पण रद्द करावा.

 

   मोदी सरकारने  इ.पी.एस. ९५ बाबत २०१४ चा दुरुस्ती कायदा  रद्द करावा. सर्वोच्च न्यायालयाच्या निर्णयाचा आदर करावा आणि इ पी एस ९५च्या निवृत्त वेतन धारकांवर होणारा अन्याय दूर करावा.

 

             केंद्रातील  मोदी सरकारने वादग्रस्त ठरलेले तिन शेतकरी कायदे अखेर मागे घेवून शेतकऱ्यांच्या मागण्या मान्य केल्या आणि शेतकऱ्यांना दिलासा दिला. शेतकऱ्यांचा त्या तिन विधेयकाला असलेला तिव्र विरोध लक्षात घेऊन सरकारने आपला हट्ट सोडला आणि मोदी सरकार शेतकरी हिताचे विरोधात नाही अशी भूमिका घेतली. अशाच प्रकारे केंद्रातील मोदी सरकारने केलेला इ पी एस ९५ च्या निवृत्ती वेतन योजने बाबतचा २०१४ चा दुरुस्ती कायदा रद्द करुन मोदी सरकार कर्मचाऱ्यांच्या हिताचे विरोधात नाही याची जाणीव करून द्यावी.

                  २०१४ मध्ये केंद्रात भारतीय जनता पक्षाचे सरकार आल्यावर इ पी एस ९५ च्या निवृत्त वेतन योजनेत अनिष्ट बदल करून  २०१४ चा इ पी एस ९५ दुरुस्ती कायदा अंमलात आणला गेला आणि १-०९-२०१४ पासून लागू करण्यात आला. या २०१४ च्या दुरुस्ती नुसार  पुर्ण वेतनावर निवृत्त वेतन मिळण्याची सवलत बंद करण्यात आली. आधी बारा महिन्यांचे सरासरी वेतन विचारात घेऊन निवृत्त वेतन निश्चिती केले जात होते. १-०९-२०१४ नंतर  साठ महिन्याच्या सरासरी वेतनावर निवृत्त वेतन निश्चिती करणारा कायदा झाला. तसेच आणखी काही अहितकारक बदल केले आणि हे सर्व बदल जे कर्मचारी/कामगार  १-०९-२०१४ चे आधी नोकरीत  होते  त्यांना पण लागु करण्यात आले. त्यामुळे जे कर्मचारी १-०९-२०१४ चे आधी नोकरीत होते त्यांच्यावर अन्याय झाला. आधीच मिळवणारे तुटपुंजे निवृत्त वेतन साठ महिन्याच्या सरासरी मुळें कमी झाले. १-०९-२०१४ चे आधी मिळत असलेली, पुर्ण वेतनावर निवृत्त वेतन मिळण्याची सवलत,  १-०९-२०१४ चे आधी नोकरीत असलेल्या कर्मचाऱ्यांना नाकारण्यात आली. अशा प्रकारे २०१४ च्या  कायदा दुरुस्तीमुळे १-०९-२०१४ चे आधी नोकरीत असलेल्या किंवा नोकरीत लागलेल्या  कर्मचारी/कामगार यांच्यावर धडधडीत अन्याय झाला.

 25 साल बाद ईपीएफओ पेंशन में सुधार को तदर्थ कमेटी.

25 साल बाद ईपीएफओ पेंशन स्कीम में सुधार की पहल हुई है। केन्द्रीय श्रम मंत्री के निर्देश पर पहली बार पेंशन सुधार के लिए तदर्थ कमेटी गठित की गई है जिसे 3 महीने में अपनी रिपोर्ट ईपीएफओ की केन्द्रीय न्यासी बोर्ड में रखनी है। कमेटी को तत्काल पेंशन सुधार के लिए काम शुरू करने का प्रस्ताव भी कर दिया गया है। 

ईपीएफओ की न्यूनतम पेंशन एक हजार और अधिकतम 7.5 हजार तय है लेकिन सालों से सीबीटी सदस्य और पेंशनर्स मांग करते रहे हैं कि महंगाई के दौर में पेंशन वृद्धि के साथ सुधार किए जाए। उसी कड़ी में सीबीटी चेयरमैन केन्द्रीय श्रम मंत्री के निर्देश पर पेंशन सुधार के लिए 8 सदस्यीय तदर्थ कमेटी बनाई है। ईपीएफओ (दिल्ली मुख्यालय) की केन्द्रीय अपर भविष्यनिधि आयुक्त उदिता चौधरी ने तदर्थ कमेटी का आदेश जारी किया है। कमेटी में श्रम मंत्रालय के सचिव को चेयरमैन बनाया गया है।

 केन्द्र सरकार के अधिकारियों के साथ सीबीटी में कर्मचारियों की ओर से सदस्य हरभज सिंह सिद्धू, प्रभाकर जे बंस्योर, नियोक्ता की ओर से अतुल सोबती और आशीष विग को भी सदस्य बनाया गया है। कमेटी की सिफारिशों की रिपोर्ट को तीन महीने के बाद होने वाली पहली सीबीटी बैठक में रखने के भी निर्देश जारी किए गए हैं। कमेटी के सदस्य हरभजन सिंह ने कहा कि सामाजिक सुरक्षा प्राथमिकता पर रहेगी।

 सालों पुरानी मांग पर सीबीटी चेयरमैन ने पहल तो कर दी है। यह अच्छे संकेत हैं। कमेटी 3 महीनों में हर हाल में रिपोर्ट देगी। 1995 के बाद पेंशन सुधार पर कम से कम कदम तो बढ़ाए गए हैं।
