वित्त मंत्री निर्मला सीतारमण ने बजट 2022 में देश में एक Digital University के गठन का ऐलान किया है। Digital University का ऐलान करते हुए सीतारमण ने कहा कि इसका निर्माण Hub and Spoke मॉडल के आधार पर किया जाएगा।

देश में बनेगी डिजिटल यूनिवर्सिटी
देश भर के छात्रों को घर बैठे वर्ल्ड क्लास एजुकेशन उपलब्ध कराने के लिए वित्त मंत्री निर्मला सीतारमण ने एक Digital University बनाए जाने का ऐलान किया।
वित्त मंत्री ने कहा कि डिजिटल यूनिवर्सिटी की स्थापना इंफॉर्मेशन एंड कम्यूनिकेशंस टेक्नोलॉजी (ICT) फॉर्मेट पर होगी,जो Hub and Spoke मॉडल नेटवर्क पर काम करेगी।
वित्त मंत्री ने कहा कि Digital University के जरिए देश की विभिन्न भाषाओं (Hindi,English & Other Regional Langaues) में शिक्षा उपलब्ध कराई जाएगी।
Digital University के जरिए छात्रों को इंडियन सोसाइटी फॉर टेक्निकल एजुकेशन (ISTE) के स्टैंडर्ड पर World Class Education उपलब्ध कराया जाएगा।
क्या होती है डिजिटल यूनिवर्सिटी?
Digital University एक ऐसी यूनिवर्सिटी होती है, जो छात्रों को कई तरह के कोर्स और डिग्रियों की शिक्षा पूरी तरह Online उपलब्ध कराती है।
Digital University आवश्यक डिजिटल इंफ्रास्ट्रक्चर और ट्रेनिंग उपलब्ध कराने के लिए देश की अन्य केंद्रीय यूनिवर्सिटी के साथ मिलकर काम करती है।
निर्मला सीतारमण ने अभी ये स्पष्ट नहीं किया है कि डिजिटल यूनिवर्सिटी में किस तरह के कोर्सेज पढ़ाए जाएंगे।
माना जा रहा है कि इसमें टेक्निकल एजुकेशन समेत कई कोर्सेज की ऑनलाइन पढ़ाई जाएंगी ।
इसका सबसे बड़ा फायदा ये होगा कि देश के दूरदराज क्षेत्रों में मौजूद छात्रों को भी World Class शिक्षा मिल पाएगी।
Digital University में देश की टॉप यूनिवर्सिटीज को जोड़ने की योजना है, इससे छात्रों को एक ही प्लेटफॉर्म के जरिए कई टॉप यूनिवर्सिटीज के कोर्सेज करने का मौका मिल जाएगा।
डिजिटिल यूनिवर्सिटी से किसी भी छात्र को किसी शहर में गए बिना अपने घर बैठे ही उस शहर की टॉप यूनिवर्सिटी में पढ़ाई करने का सपना पूरा सकेगा।
अब सवाल ये कि देश में पहले से मौजूद इंदिरा गांधी नेशनल ओपन यूनिवर्सिटी (IGNOU) या सिक्किम मणिपाल यूनिवर्सिटी जैसे डिस्टेंस लर्निंग की सुविधा देने वाले संस्थानों और डिजिटल यूनिवर्सिटी में आखिर क्या फर्क है?
दरअसल, डिस्टेंस लर्निंग या दूरस्थ शिक्षा उपलब्ध कराने वाले संस्थान ऑनलाइन क्लासेज नहीं चलाते बल्कि वे संबंधित कोर्स का स्टडी मैटेरियल छात्र को पोस्ट के जरिए उनके घर पर भेज देते हैं। वहीं डिजिटल लर्निंग या डिजिटल यूनिवर्सिटी से छात्र घर बैठे ही ऑनलाइन पढ़ाई कर पाएंगे।
डिजिटल यूनिवर्सिटी में एक कैंपस होता है, जहां टीचर और स्टाफ होते हैं। इस कैंपस के जरिए ही अलग-अलग जगहों पर मौजूद छात्रों को अलग-अलग कोर्सेज की ऑनलाइन शिक्षा उपलब्ध कराई है।
क्या है Hub and Spoke मॉडल नेटवर्क
सरकार की योजना प्रस्तावित डिजिटल यूनिवर्सिटी को हब एंड स्पोक मॉडल नेटवर्क पर स्थापित करने की है।
दरअसल, हब एंड स्पोक मॉडल ऐसा डिस्ट्रिब्यूशन मॉडल होता है, जिसमें सब कुछ एक सेंट्रलाइज्ड 'हब' से पैदा होता है और फिर अंतिम कंज्मशन के लिए छोटे स्थानों, यानी 'स्पोक' तक जाता है।
Hub and Spoke मॉडल को डिजिटल यूनिवर्सिटी के संदर्भ में देखें, तो एक कैंपस यानी 'HUB' से निकलकर शिक्षा देश के अलग-अलग क्षेत्रों में मौजूद छात्रों यानी 'SPOKE' तक डिस्ट्रीब्यूट होगी।
सीधे शब्दों में कहें, तो हब एंड स्पोक मॉडल का मतलब है कि आपने एक मैसेज (हब) क्रिएट किया और फिर उसे एक ही बार में अलग-अलग सोशल मीडिया प्लेटफॉर्म (स्पोक) जैसे-ट्विटर, फेसबुक, इंस्टाग्राम पर शेयर कर दिया।
देश में पहले ही खुल चुकी है डिजिटल यूनिवर्सिटी
देश में पहली डिजिटल यूनिवर्सिटी फरवरी 2021 में ही केरल में खुल चुकी है। केरल के टेक्नोसिटी में देश की पहली डिजिटल यूनिवर्सिटी की स्थापना है।
केरल में डिजिटल यूनिवर्सिटी की स्थापना दो दशक पुराने इंडियन इंस्टीट्यूट ऑफ इंफॉर्मेशन टेक्नोलॉजी एंड मैनेजमेंट केरल (IIITM-K) को अपग्रेड करके है।
केरल की डिजिटल यूनिवर्सिटी पोस्ट ग्रैजुएट प्रोग्राम और विभिन्न डिजिटल टेक्नोलॉजी के क्षेत्रों में रिसर्च कोर्स उपलब्ध कराती है।
ये यूनिवर्सिटी कम्प्यूटर साइंस, इंफॉर्मेटिक्स, अप्लाइड इलेक्ट्रॉनिक्स एंड ह्यूमैनिटीज के साथ-साथ आर्टिफिशियल इंटेलिजेंस, मशीन लर्निंग, ब्लॉकचेन, साइबर सिक्योरिटी, डेटा एनालिटिक्स समेत अन्य इंडस्ट्री आधारित कोर्स उपलब्ध कराती है।
देश की दूसरी डिजिटल यूनिवर्सिटी की स्थापना राजस्थान के जोधपुर में की जा रही है। जोधपुर डिजिटल यूनिवर्सिटी का निर्माण 30 एकड़ क्षेत्र में करीब 400 करोड़ की लागत से किया जा रहा है।
जोधपुर डिजिटल यूनिवर्सिटी में ट्विन टावर की शक्ल में बनने वाले कैंपस में खिड़कियों की जगह विंडोज मैट्रिक्स नजर आएंगे।

Financial liability on MoL&E/GOI by allowing revision of pension on higher wages after getting the differential amount deposited
RECTIFICATION OF MISTAKE – INCONVENIENCE REGRETTED

Dear Sir(s),
I am sorry to inform you that due to oversight in one of the important files of MoL&E (Reply dated 09.05.2017 of my RTI application no. 50237 dt 14.02.2017), while sharing some extracted pages of correspondence by highlighting relevant text regarding No Liability of MoL&E & Eligibility of Retirees , it has been found today that some of the pages were missing and some were duplicate in the shared file. Inadvertent mistakes on my part due to heavy single handed work load are deeply regretted.
After extracting the relevant documents from the complete file, I am re-sharing only the important documents in order to prove that:
(a)There is no financial liability on MoL&E/GOI by allowing revision of pension on higher wages after getting the differential amount deposited along with up to date interest w.e.f. 16.11.1995 till the date of its deposit
(b)The benefit of pension revision is also be extended to Superannuated cases
(c)The financial liability in implementing the Hon’ble Supreme Court order will be met out from the Pension Fund as undertaken by EPFO while submitting its proposal to MoL&E on 10.01.2017 while seeking approval to implement the decisions of Apex Court and subsequent recommendations of Pension & EDLI Implementation Committee (PEIC) in its 38th Meeting held on 08.12.2016 & approval accorded by the Central Board of Trustees (CBT) of EPFO in its 215th Meeting held on 19.12.2016.
Kindly ignore the earlier 18 page Pdf file having file name “NO LIABILITY OF GOI & RETIREES ARE ELIGIBLE – MoL&E CORRESPONDENCE” and please consider the UPDATED file being shared now which contains 23 pages (wherein some the not so important pages have been removed).
Inconvenience caused is once again deeply & sincerely regretted.
United States wins its case whenever justice is done to one of its citizens in the courts
I am sharing withn you a copy of the letter dt. 11.12.1989 sent by Mr. Nani Palkhivala to Mr. Soli Sorabjee when he was appointed as the Attorney General of India.
"The greatest glory of Attorney General as not to win cases for the Government but to ensure that justice is done to the people"
In this behalf, he refers to the motto of the Department of Justice in the United States carved out into the Rotunda of the Attorney General Office:
“The United States wins its case whenever justice is done to one of its citizens in the courts.”
Although this had been sent to the Attorney General, the advice in the letter is applicable for lawyers representing the Government and particularly all Attorney Generals of India.
Let us hope and pray that the present Attorney General of India may also act accordingly in the interest of justice to the common citizens/ pensioners in their fag end of their lives.

खास और महत्वपूर्ण बातें :
केवल 12वीं क्लास में होगा बोर्ड, MPhil होगा बंद, कॉलेज की डिग्री 4 साल की
10वीं बोर्ड खत्म, MPhil भी होगा बंद,
अब 5वीं तक के छात्रों को मातृ भाषा, स्थानीय भाषा और राष्ट्र भाषा में ही पढ़ाया जाएगा. बाकी विषय चाहे वो अंग्रेजी ही क्यों न हो, एक सब्जेक्ट के तौर पर पढ़ाया जाएगा।
अब सिर्फ 12वींं में बोर्ड की परीक्षा देनी होगी. जबकि इससे पहले 10वी बोर्ड की परीक्षा देना अनिवार्य होता था, जो अब नहीं होगा.
9वींं से 12वींं क्लास तक सेमेस्टर में परीक्षा होगी. स्कूली शिक्षा को 5+3+3+4 फॉर्मूले के तहत पढ़ाया जाएगा।
वहीं कॉलेज की डिग्री 3 और 4 साल की होगी. यानि कि ग्रेजुएशन के पहले साल पर सर्टिफिकेट, दूसरे साल पर डिप्लोमा, तीसरे साल में डिग्री मिलेगी.।
3 साल की डिग्री उन छात्रों के लिए है जिन्हें हायर एजुकेशन नहीं लेना है. वहीं हायर एजुकेशन करने वाले छात्रों को 4 साल की डिग्री करनी होगी. 4 साल की डिग्री करने वाले स्टूडेंट्स एक साल में MA कर सकेंगे.
अब स्टूडेंट्स को MPhil नहीं करना होगा. बल्कि MA के छात्र अब सीधे PHD कर सकेंगे.
10वीं में नहीं होगा बोर्ड एग्जाम.
स्टूडेंट्स बीच में कर सकेंगे दूसरे कोर्स. हायर एजुकेशन में 2035 तक ग्रॉस एनरोलमेंट रेशियो 50 फीसदी हो जाएगा. वहीं नई शिक्षा नीति के तहत कोई छात्र एक कोर्स के बीच में अगर कोई दूसरा कोर्स करना चाहे तो पहले कोर्स से सीमित समय के लिए ब्रेक लेकर वो दूसरा कोर्स कर सकता है.
हायर एजुकेशन में भी कई सुधार किए गए हैं. सुधारों में ग्रेडेड अकेडमिक, ऐडमिनिस्ट्रेटिव और फाइनेंशियल ऑटोनॉमी आदि शामिल हैं. इसके अलावा क्षेत्रीय भाषाओं में ई-कोर्स शुरू किए जाएंगे. वर्चुअल लैब्स विकसित किए जाएंगे. एक नैशनल एजुकेशनल साइंटफिक फोरम (NETF) शुरू किया जाएगा. बता दें कि देश में 45 हजार कॉलेज हैं.
सरकारी, निजी, डीम्ड सभी संस्थानों के लिए होंगे समान नियम।
