श्रीमती जया बच्चन माननीय. सांसद ने संसद में बहुत महत्वपूर्ण मुद्दा उठाया, जिसके लिए हम उनके भाषण को प्रणाम करते है करते हैं;

“वरिष्ठ नागरिकों को मार डालो।

सरकार को सभी सीनियरों को मार देना चाहिए। 65 वर्ष की आयु के बाद के नागरिक क्योंकि सरकार इन राष्ट्र निर्माताओं पर ध्यान देने को तैयार नहीं है।

"क्या भारत में वरिष्ठ नागरिक होना अपराध है?

  भारत के वरिष्ठ नागरिक 70 वर्ष के बाद चिकित्सा बीमा के लिए पात्र नहीं हैं, उन्हें ईएमआई पर ऋण नहीं मिलता है। ड्राइविंग लाइसेंस जारी नहीं किया गया है. उन्हें कोई काम नहीं दिया जाता है, इसलिए वे जीवित रहने के लिए दूसरों पर निर्भर रहते हैं। उन्होंने सेवानिवृत्ति की उम्र यानी 60-65 तक सभी करों, बीमा प्रीमियम का भुगतान किया था। अब सीनियर सिटीजन बनने के बाद भी उन्हें सारे टैक्स चुकाने होंगे। भारत में वरिष्ठ नागरिकों के लिए कोई योजना नहीं है। रेलवे/हवाई यात्रा पर मिलने वाली 50% छूट भी बंद कर दी गई है. तस्वीर का दूसरा पहलू यह है कि राजनीति में विधायक, सांसद या मंत्री पद पर बैठे वरिष्ठ नागरिकों को हर संभव लाभ दिया जाता है और उन्हें पेंशन भी मिलती है। मैं यह समझने में असफल हूं कि अन्य सभी (कुछ सरकारी कर्मचारियों को छोड़कर) को समान सुविधाओं से क्यों वंचित रखा गया है। सोचिए, अगर बच्चों को उनकी परवाह नहीं होगी तो वे कहां जाएंगे। अगर देश के बुजुर्ग चुनाव में सरकार के खिलाफ जाएंगे तो इसका असर चुनाव नतीजों पर पड़ेगा। सरकार को इसका परिणाम भुगतना पड़ेगा.

  सीनियर्स के पास सरकार बदलने की ताकत है, उन्हें नजरअंदाज न करें। उनके पास सरकार बदलने का जीवन भर का अनुभव है। उन्हें कमजोर मत समझो! वरिष्ठ नागरिकों के लाभ के लिए बहुत सारी योजनाओं की आवश्यकता है। सरकार कल्याणकारी योजनाओं पर बहुत पैसा खर्च करती है, लेकिन वरिष्ठ नागरिकों के बारे में कभी ध्यान नहीं देती। इसके विपरीत, बैंकों की ब्याज दरों में कमी के कारण वरिष्ठ नागरिकों की आय घट रही है। यदि उनमें से कुछ को परिवार और स्वयं का समर्थन करने के लिए अल्प पेंशन मिल रही है, तो यह भी आयकर के अधीन है।

*  The National President of NAC, Commander Ashok Raut ji sent the National General Secretary and National Secretary to Delhi for discussion on the burning issues related to EPS 95 pensioners with the CPFC Madam.

*As per the instructions of Honorable CPFC Madam, the NAC delegation had detail discussions  with the  senior officers of the Pension Department of EPFO ​​Headquarters, Honorable Shri Animesh Mishra, Additional Central Provident Fund Commissioner (Pension) and Smt. Aparajita Jaggi, Regional Provident Fund Commissioner 1 (Pension), EPFO ​​office Delhi. 

* Separate meetings and discussions were held with both the senior officials of EPFO.

Discussion in the meeting was held  on the  specific issues of the  letter dated 26.09.2023.

★ Consent shown on the following issues:-

1.  Extending the deadline for giving approval on the Joint Option Form pending with the employer for higher pension benefits. This deadline is expiring on 30.09.2023. It should be extended to 15.10.2023 and within this time limit, the Joint Option Form should be submitted to the EPF office. Clear guidelines shall be issued for sending the Joint option form.  On this demand of NAC,this period will be extended for more than 15 days, this was clearly told to the NAC delegation.

2 * After determining the specific time limit, interest should not be charged on the amount recovered through EPS 95 and if interest is charged for special reasons, then the amount given by EPFO ​​should also be paid along with interest. This demand by NAC has has been principally accepted. 

3. * The demand that widows/widowers should also be provided the facility of higher pension benefits was considered positivelly. 

4. Unilateral action is being taken by the EPF offices regarding the amount to be deposited by pensioners for higher pension benefits, but

Pensioners also need to be told how much pension will be received by the EPF office, how many arrears will be given and by when.

 The Reply  on this demand was that the process on this issue has already been started

* In the context of increase in minimum pension, the issue of recommending Rs.7500+DA by calling a special meeting of CBT was discussed in detail. On this, it was told to the NAC delegation that CPFC madam herself has already discussed this issue in detail with you people(NAC) that the EPFO is working on minimum pension increase and medical facilities. Actuary report and annual report were also discussed, then the delegation was told that now two actuaries are working on the demand of NAC.

मा.CPFC महोदया के निर्देशानुसार- NAC प्रतिनिधि मंडल की EPFO मुख्यालय के पेंशन विभाग के वरिष्ठ अधिकारी, माननीय श्री अनिमेष मिश्रा, अतिरिक्त केंद्रीय भविष्य निधि आयुक्त (पेंशन) व श्रीमती अपराजिता जग्गी क्षेत्रीय भविष्य निधि आयुक्त - 1(पेंशन) के साथ EPFO कार्यालय दिल्ली में संपन्न हुई बैठक   . 

*EPFO के दोनो वरिष्ठ अधिकारियों के साथ अलग अलग हुई बैठकें व चर्चा.

*NAC के 3 सदस्यीय प्रतिनिधि द्वारा NAC के राष्ट्रीय अध्यक्ष माननीय कमांडर अशोक राऊत जी द्वारा CPFC महोदया व श्रम सचिव महोदया को लिखे गए दिनांक 26.09.2023 के एक विशिष्ट पत्र के मुद्दों पर हुई बैठक में चर्चा.

निम्न मुद्दों पर दर्शाई गई सहमति:-

1. उच्च पेंशन लाभ हेतु नियोक्ता के पास प्रलंबित संयुक्त विकल्प फॉर्म को अप्रूवल देने की समय सीमा जो दिनांक 30.09.2023 को समाप्त हो रही है उसे दिनांक 15.10.2023 तक बढ़ाकर दी जाए व इस समय सीमा  के अंदर संयुक्त विकल्प फॉर्म  EPF कार्यालय में भेजने के लिए स्पष्ट दिशा निर्देश दिए जाएं - NAC की इस मांग पर  दर्शाई पूर्ण सहमति यह अवधि 15 दिनों से अधिक समय के लिए बढ़ाई जाएगी, यह स्पष्ट रूप से NAC प्रतिनिधि मंडल को बताया गया.

2. विशिष्ट समय सीमा निर्धारण के बाद EPS 95 के द्वारा वसूल की जाने वाली राशि पर व्याज न लगाया जाए व यदि विशेष कारणों से व्याज लगाया जाता है तो EPFO द्वारा दिए जाने राशि भी व्याज सहित अदा की जाए- NAC की इस मांग पर तात्विक दृष्टि से सहमति दर्शाते हुए  कारवाई करने का आश्वासन मिला.

3. विधवाओं/विधुरो को भी उच्च पेंशन लाभ की सुविधा प्रदान की जाए- इस मांग पर निश्चित रूप से विचार कर सकारात्मक निर्णय की सहमति दर्शाई गई.

4. उच्च पेंशन लाभ हेतु पेंशनर्स द्वारा जमा की जाने वाली राशि के विषय में EPF कार्यालयों की ओर से एकतरफा कारवाई चल रही है लेकिन पेंशनर्स को यह भी बताने की आवश्यकता है कि EPF कार्यालय द्वारा कितनी पेंशन मिलेगी, कितने एरियर्स दिए जायेंगे व कब तक दिए जायेंगे?- इस मांग पर उत्तर मिला कि इस  पर प्रक्रिया शुरू है.

26 सितंबर को लखनऊ में एनसीसी की टीम ने उत्तर प्रदेश के उपमुख्यमंत्री एवं स्वास्थ्य मंत्री श्री बृजेश पाठक से उनके आवास पर मुलाकात की। 

अत्यधिक भीड़ होने के कारण मध्य जोन के उपाध्यक्ष श्री उमाकांत सिंह विसेन ने पहले श्री पाठक जी की पत्नी श्रीमती नम्रता पाठक को ईपीएस-95  पेंशनरों की बदहाली की जानकारी देते हुए प्रदेश के सरकारी कर्मचारी और पेंशनर के लिए लागू की गई नई योजना पंडित दीनदयाल उपाध्याय कैशलेस चिकित्सा योजना में उन्हें भी जुड़वाने हेतु सहयोग करने का आग्रह किया ।

श्रीमती पाठक जो स्वयं एक समाज सेविका भी हैं, उन्होंने सारी जानकारी लेकर प्रदेश के स्वास्थ्य विभाग के एक अधिकारी को एनएससी की टीम के साथ उप मुख्यमंत्री से मिलवाया।श्री बृजेश पाठक ने महामंत्री श्री राजशेखर नागर से पूरी वस्तु स्थिति समझकर कहा कि यदि प्रदेश के स्तर पर  यह सुविधा दी जा सकती है, तो वह इस प्रकरण को मुख्यमंत्री के समक्ष ले जाएंगे।

श्रीमती नम्रता पाठक ने  उन्हीं के सम्मुख कहा कि वह इसे एक सामाजिक कार्य के रूप में लेंगीं और कृत कार्रवाई से अवगत कराती रहेगी ।उनके द्वारा एनएससी टीम के सदस्यों के फोन नंबर लेकर कहा गया कि वह आवश्यकता पड़ने पर शीघ्र ही आप लोगों से संपर्क करें भी करेगी ।

I hope this message finds you in good health. We are writing to draw your attention to a matter of utmost importance concerning the welfare of retired industrial workers in our country.

Since 2002 to 2020, and most recently on 20th April 2023 and 29th August 2023, the Employees Pension (1995) National Coordinating Committee in New Delhi and HQ Nagpur, along with All Indian 12 Trade Unions, have provided oral evidence and confidential reports to Standing Committees. These submissions were made through private Bills with the hope of securing a favorable response to safeguard the lives and livelihoods of our hardworking retired industrial workers, totaling approximately 20 crores.

Regrettably, the recommendations presented through private Bills remain pending, and the fate of these recommendations is yet to be determined. These recommendations carry the potential to alleviate the lives of over 20 crore retired industrial workers. It is essential to mention the Social Security Labour Codes Bill No.4/(3), which has successfully passed both the Rajya Sabha and Lok Sabha. However, concerns persist regarding minimum pension provisions for pensioners and the predicament faced by higher pensioners amid soaring inflation.

*15 दिन तक इंतजार करने के  बाद NAC के राष्ट्रीय अध्यक्ष की ओर से 12.04.2023 को इस संदर्भ में फिर से CPFC महोदया को पत्र लिखा गया व पत्र की प्रति Email द्वारा सभी अतिरिक्त केंद्रीय/क्षेत्रीय भविष्य निधि आयुक्त महोदयों को भेजी गई थी.

आपको सादर सूचित करना है कि NAC मुख्यालय के मुख्य समन्वयक माननीय श्री विलास पाटिल जी को चेस्ट में दर्द होने के कारण उनकी एंजियोग्राफी कराई गई.

 नसों में 80 प्रतिशत ब्लॉकेज होने के कारण आज उन्हें  बुलढाना के अमृत रुग्णालय में भर्ती किया गया है. 

कल उनकी एंजियोप्लास्टी - सर्जिकल प्रक्रिया की जाएगी जिसमें हृदय की मांसपेशियों तक ब्लड सप्लाई करने वाली रक्त वाहिकाओं को खोला जाए.

आइए, हम सभी उनके सफल ऑपरेशन व संपूर्ण स्वास्थ्य लाभ हेतु उस परम सत्ता से प्रार्थना करें.

लखीमपुर खीरी27मार्च2023,राष्ट्रीय संघर्ष समिति के पदाधिकारी विशेष रूप से समिति के मध्य छेत्र के समन्वयक श्री शमशुल हसन सिद्दीकी द्वारा वृद्ध eps 95 पेंशनर्स की पेंशन वृद्धि के लिए गुहार लगाई,उल्लेखनीय है कि दिनाक 25मार्च2023को  गृह राज्य मंत्री श्री अजय मिस्र ऊर्फ टेनी महराज से उनके कार्यालय में मिलकर निगम/सहकारी संघ से रिटायर कर्मचारियों की गंभीर आर्थिक विपदाओं से मंत्री जी को अवगत कराया एवम बताया कि आज जब गैस सिलेंडर लगभग डेढ़ हजार का,दूध 50रुपिया लीटर मिल रहा है इस दौर में इन eps 95 पेंशसियोनर्स को मात्र 1000से3000के मध्य पेंशन के नाम पर दिए जा रहे है,इस अवसर पर गृह राज्य मंत्री जी द्वारा इन पेंशनर्स के प्रति सहानुभूति दर्शाते हुए आश्वस्त किया कि इन eps 95 पेंशनर्स की पेंशन के मुद्दे का गेयापन जो राष्ट्रीय संघर्ष समिति द्वारा इन्हे प्राप्त कराया गया है वो माननीय प्रधान मंत्री जी को अवश्य प्राप्त कराते हुए जो संभव हो सकेगा वोह अपने स्तर से प्रयास भी करेंगे।

Subject:- Special request for approving the demands of EPS 95 pensioners in this session of Parliament.

 Hon Sir,

 With reference to the above subject, we would like to inform you that under the aegis of National Agitation Committee (NAC), an organization of EPS 95 pensioners, the EPS 95 pensioners of my Parliamentary Constituency Buldhana are on Chain hunger strike with effect from 24.12.2018.

Today is the 1549th day of their Chain Hunger Strike.

In order to get their justified demands viz minimum pension Rs.7500+ DA , medical facilities and other demands approved , these pensioners organized a Rasta Roko agitations on March 15, 2023 at many places in including Buldhana, Maharashtra. Thousands of pensioners participated and  gave me their memorandum, which  is attached with this letter.

 श्री अवध शर्मा उर्फ बब्बा जी ने आश्वस्त करते हुए कहा कि हम कवरिंग लेटर के साथ ज्ञापन आदरणीय प्रधानमंत्री जी को पहुंचाएंगे साथ ही मंत्री जी से सदन में चर्चा करने के लिए कहेंगे जिसकी पूरी सूचना आपको दी जाएगी।
